Consensus provisioning

The XAN stakeholder set acts as a consensus provider:

• Liquid delegation cubic proof-of-stake
• Free gas per time for stakers (non-transferable)
• Continuously better staking yield rates with greater lock time
  • Some inverse-quadratic curve approaching an asymptote
